Installation Manual - 113 spoke tracing and mesh operators
Batch 3 tracing and mesh foundation: Tempo, OpenTelemetry, Service Mesh, and Kiali operator-only install, validation, and promotion decision.
This chapter records OP-GF-OPERATORS-23, the Batch 3 tracing and mesh
operator foundation install for spoke-dc-v7.

The batch installed operators only. It did not create TempoStack,
TempoMonolithic, OpenTelemetryCollector, OpAMPBridge,
TargetAllocator, ServiceMeshControlPlane, Sail Istio, ztunnel,
Kiali, OSSMConsole, Jaeger, mesh membership, sample applications,
storage, or retention configuration.
Preflight
Preflight checked hub and spoke health, OADP, package and catalog resolution, related image prefixes, existing Subscriptions, CSVs, namespaces, CRDs, and excluded operands. GitOps render and per-resource server-side dry-run were completed before the push.
One first preflight pass saw a transient spoke ODF status reporter pod in
ContainerCreating; a recheck found no non-running pods.

Promotion Decision
Keep the operator-only install. It establishes tracing and mesh operator readiness without activating trace storage, collectors, a mesh control plane, Kiali, Jaeger, mesh membership, telemetry pipelines, tenant namespaces, or sample applications.
Rollback is GitOps-first. Full CRD, webhook, console-plugin, or cluster-scoped cleanup requires a separate issue.
Follow-up planning: Batch 4 app-platform operators were deferred by user decision in 114 App-platform batch deferral.
