previously listed Batch 4 app-platform operator wave.

The user clarified that the next batch previously listed as:
OP-GF-OPERATORS-24: Batch 4 application platform - Open Liberty and app-facing CloudNativePG
is not needed now.

Scope Boundary
This was a planning-only decision. No live systems were touched. No cluster checks, remediations, GitOps syncs, Subscriptions, operands, image mirror sets, routes, DNS records, HAProxy changes, or secrets were changed for this deferral.
Follow-up Requirement
If Open Liberty or app-facing CloudNativePG returns to scope later, create a new explicit app-platform onboarding issue that covers:
